Todd has more than 30 years experience in hardware and software development and verification. He is a Systems and Equipment FAA DER with Level A authority on all aircraft systems and equipment for both Software and Airborne Electronic Hardware at his company, Qualtech Consulting, Inc. As a DER and Certification Consultant, Todd has worked with the largest and well-known suppliers of avionics and military equipment. Todd is very active in the certification community. He is an Executive Committee Member of SC-205 / WG-71 (DO-178C / ED-12C). He is also an Executive Committee Member of the NextGen Task Force and has a Leadership Role in the DO-254 Users Group.
Todd is well known for his role as a “show compliance” DER. Over the past 15 years, Todd has developed a suite of DO-178C, DO-278A and DO-254 compliance management Web-based tools known as the Integrated Compliance Management System (ICMS) and “very detailed” document templates that he uses, in conjunction with his consulting and training services, to help companies develop the infrastructure to become DO-178B, DO-278 and DO-254 compliant. The ICMS Tools and templates are widely used by Avionics OEM’s, Avionics Suppliers, Military Equipment Suppliers and by the FAA. Todd is well known by key individuals at FAA Head Quarters in Washington D.C. and the Atlanta, Chicago, Seattle and Los Angeles ACO's. He also has provided DER oversight on projects through the Fort Worth and Wichita ACO's. Todd has been appointed as ODA Unit Member at key OEM's and has been appointed Supplier Airworthiness Specialist DER at Airbus. He is also well known at Transport Canada and EASA.
Todd has completed both undergraduate and graduate work in Electrical Engineering and Computer Science. He currently holds a Bachelors Degree from Eckerd College and a Masters Degree from Florida Institute of Technology. In his “not so” spare time, Todd has completed post-graduate work leading to a Doctoral Degree in Computer Science.
